ISO 9001 2026: what changes and when you must transition

ISO 9001:2026 came into effect on 16 September 2026 and replaces ISO 9001:2015. Certified companies have until 30 September 2029 to transition, and after 31 March 2028 new certificates can only be issued to the 2026 version. The main changes add quality culture and ethical behaviour to leadership, split risks and opportunities into three subclauses, strengthen change management and update management review inputs. The key dates

  • 16 September 2026: ISO 9001:2026 came into effect
  • 31 March 2028: after this date, new certificates can only be issued to ISO 9001:2026
  • 30 September 2029: certificates to ISO 9001:2015 lose their validity

These dates come from the transition arrangements announced for the new edition. Three years sounds long, but surveillance and recertification audits happen once a year, so most companies have only two or three audit opportunities to complete the move.

What changes in ISO 9001:2026

The structure of the standard stays familiar. ISO 9001 keeps the harmonized structure shared by ISO management system standards, with the same ten clauses. The changes are focused, but each one needs evidence at audit.

  • Quality culture and ethical behaviour: the leadership clause now expects top management to promote a quality culture and ethical behaviour. Auditors will look for how leaders show this in practice, not only in a policy statement.
  • Risks and opportunities in three parts: the planning requirements on risks and opportunities are split into three subclauses, making clearer what must be identified, how actions are planned and how their effectiveness is checked.
  • Stronger change management: planning of changes gets more weight, so changes to processes, products, organization or suppliers should be planned, resourced and reviewed in a controlled way.
  • Updated management review inputs: the list of topics management review must consider has been updated, so review agendas and records need to be checked against it.
  • Climate change: the 2024 amendment that asks organizations to consider whether climate change is a relevant issue is carried into the new edition.

A simple six-step transition plan

  • Buy and read ISO 9001:2026, and brief the people who own your quality processes.
  • Run a gap analysis of your system against the changed clauses.
  • Update documents: quality policy, risk and opportunity method, change management procedure and management review agenda.
  • Train managers on quality culture and ethical behaviour, and decide how you will show it in practice.
  • Run an internal audit against the 2026 version and hold a management review using the new inputs.
  • Agree with your certification body which audit will include the transition, and book it in good time.

Most companies do not need a separate transition audit. The transition can be assessed during a regular surveillance or recertification audit, sometimes with a little extra audit time.

Starting ISO 9001 now: which version?

If you are starting from scratch, build your system to ISO 9001:2026. Certification to the 2015 version is still possible until 31 March 2028, but a certificate issued to it will need to transition before 30 September 2029, which means doing part of the work twice.

If your certification audit is planned in the next few months and your system is already built to the 2015 version, it can be sensible to certify first and transition at the next surveillance audit. Talk to your certification body about the timing.

What auditors will look for

Expect questions that test whether the changes are real. How do leaders encourage people to raise quality problems without fear? What ethical issues could affect your products or services, and how are they handled? Show a recent change, such as a new supplier or a new product, and how it was planned and reviewed. Show the last management review and how it covered the updated inputs.

Short, honest evidence works best: meeting minutes, a revised procedure, training records and a few real examples are stronger than a long new manual.
